In xp, vista and seven the configuration items that need to be activated are two: one for the activation of remote desktop service and another to configure the exception on the integrated firewall that for good practice should be active on the client.
1) Firewall exception:
Computer Configuration > Administrative Templates > Network > Network Connections > Windows Firewall > Domain Profile > Windows Firewall: Allow Remote Desktop Exception
2) Enabling Remote Desktop:
Computer Configuration > Administrative Templates > Windows Components > Terminal Services > Allow users to connect remotely using Terminal Services
Strating from Windows 8 Remote Desktop management policy has been moved, Now the terminal services are always called “remote desktop services” and the policy is in:
computer configuration -> administrative tools -> windows components -> remote desktop services -> remote desktop session host -> connections
On that path you will find the option “Allow users to connect remotely by using remote desktop services”
